The purpose of this position is to direct the Economic Development activities of the City of Duncanville to develop new and current business partners with the city and to promote new and current business development through industrial and commercial projects. Projects that will create jobs and grow the commercial tax base for the City of Duncanville, as well as contribute to the City’s vision and Comprehensive Plan.

General Management: Plans, organizes, directs, controls, and evaluates the work of the Office of Economic Development. The Director of Economic Development holds a central role in orchestrating the strategic direction and day-to-day operations of Duncanville's Office of Economic Development. Tasked with fostering economic growth and prosperity, their responsibilities include planning, organizing, directing, controlling, and evaluating the office's work to ensure alignment with organizational objectives. They oversee the department's administrative functions, including budget management for both the department and the Duncanville Community Economic Development Corporation (DCEDC). Central to their role is the development and implementation of strategies aimed at attracting new businesses, retaining existing enterprises, and stimulating overall economic growth in Duncanville. Successful execution demands strategic thinking, robust leadership, organizational acumen, and an understanding of economic and business development principles. Effective collaboration with a diverse array of stakeholders, including prospects, consultants, company decision-makers, and media outlets, is essential for building and nurturing relationships supportive of economic development endeavors.

Staff Management: Provides daily management of staff to improve their ability to succeed and achieve organizational results; aligns the right work with the right people, delegating according to strengths and interests; provides ongoing constructive feedback on performance, holds timely discussions and performance reviews and requires departmental supervisors to do the same. Differentiates between high and low performance; effectively addresses performance issues promptly. Recognizes strong performance; provides direction without micromanaging.Provides for the training in, promotion of, and accountability for, safe work practices and working conditions for employees. Ensures compliance with Department policies, and State and federal laws and regulations.

Project Management: Project management in the context of economic development involves overseeing initiatives aimed at fostering the development of new businesses and supporting existing ones. This entails guiding business owners or representatives through the regulatory approval process, ensuring compliance with relevant laws and regulations. Project managers work closely with stakeholders to navigate bureaucratic hurdles, streamline processes, and expedite approvals, ultimately facilitating the establishment and growth of businesses. By providing guidance and support throughout the project lifecycle, project managers play a crucial role in driving economic growth and prosperity within the community.

Policy Development: Develops, recommends, implements, and oversees the administration of policies and guidelines central to the Duncanville Community Economic Development Corporation, and making recommendations to the City relating to best planning and management practices.

Safeguards the public’s trust.

Financial Stewardship: Oversees department operations in accordance with City-established financial principles; establishes and ensures adherence to effective internal controls; actively seeks ways to reduce costs and improve efficiency; develops partnerships to reduce cost of service and improve service delivery; provide high quality services using sustainable business practices.Projects and procures revenues and funding for the work of the Department, including management of enterprise funds and accessing federal and State funding sources. Understands the true costs of services and programs provided.

Environmental Stewardship: Promotes and develops effective facilities and systems to support balanced development with natural resources and compliance with substantial federal and State regulation, and protection of natural resources such as creeks and streams.

Risk Management: Designs and oversees work systems and processes to minimize unnecessary risk; uses data and analysis to understand risk and improve decision-making; identifies business operations designed to maximize the effectiveness of business processes.

Institutes and maintains a customer-centric work environment.

Customer Focus: Establishes a departmental commitment to delighting customers by providing an exceptional customer experience; assesses the organization and its services from the customer’s point of view and delivers services where and when the customer needs them; builds strong customer relationships; actively uses customer preferences (pull) to implement process improvements; seeks innovative, next practices to create high customer value; demonstrates personal commitment to exceptional customer service. Minimum Qualifications:

Formal Education: Requires a Bachelor’s Degree in Economic Development, Public Administration, Marketing, Urban Planning, or a closely related field. A Master’s degree in Public Administration, Business Administration, or related degree preferred.

Experience: A minimum five (5) years of related work experience. Type B Corporation, TIRZ, and entrepreneurial knowledge including startup business experience, and Hot Funds administration highly preferred. Experience leading the transformation of a department or business, including a track record of creating or supporting jobs and economic opportunities is also preferred.

Knowledge of: Texas Local Government Code and Type B Economic Development Corporations sales tax revenue restrictions and uses; the Texas Local Government Code and the administration of Hotel Motel Taxes; community and economic development best practices, principles, and equitable economic development practices, with a focus understanding of federal and state economic development assistance programs; Real Estate laws and codes; building collaborative relationships with business owners, community organizations, and government officials; and developing and managing departmental budgets.

Supervision: Work requires managing and monitoring work performance of a department or division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.

Human Collaboration Skills: Final decisions regarding policy development and implementation are made and/or recommended. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes.

Assures that appropriate linkages exist between budget goals, funding limitations and services levels adopted to meet specific division and organizational goals. Develops and negotiates agreements and contracts. Monitors contract compliance and performance to ensure contract obligations met. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them. Experience using financial management software to manage budget consisting of different departments or funds, and purchase orders is required.

Reading Skills: Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study. Specific experience reading sight plans, construction drawings, energy reports, environmental assessments, NEPA or equivalent, and MS4 preferred

Math Skills: Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
