Why Morro Bay? Morro Bay is a charming coastal city located on California's Central Coast. Our community is known for its iconic Morro Rock, a towering volcanic rock that juts out of the ocean and it's natural beauty, vibrant culture, and a strong sense of community. The City has a permanent population of 10,700, but welcomes around 800,000 visitors annually.

Morro Bay seeks an experienced leader who is eager to learn, train and coach staff, and be inspired to lead many exciting opportunities and projects presented to the community, including clean energy projects, climate change adaptation, ocean front development opportunities, and community facility improvements. The Department includes Planning, Building, and Code Enforcement with a staff of ten. Department projects include a recent full update to the City's General Plan/Local Coastal Plan as well as comprehensive update to its Zoning Code/ Coastal Implementation Plan. Other Department initiatives in progress include a new Master Plan for the 107-acre Morro Bay Power Plant property, development of a Downtown Design District, pending launch of a comprehensive update to the City's 1996 Waterfront Master Plan as well as Department initiatives to streamline permit processing, efficiency, and communication with the public. The ideal candidate will be customer-service focused, diplomatic, an excellent communicator, and believe in the value of teamwork and community engagement. They will be a working director committed to delivering excellent work and making a difference in the community along with the team they lead. Coastal land use experience is strongly preferred.

This position also attends every Planning Commission Meeting which is on the 1st and 3rd Tuesday's of the month.

OFFICIAL JOB DESCRIPTION

In this challenging yet rewarding role, under administrative direction of the City Manager, you will be responsible for planning, organizing, and directing the City's Community Development Department, including planning, building and safety, and code compliance; development and administration of the City's General Plan and Local Coastal Plan goals, policies, and environmental review procedures; making recommendations and advising the Planning Commission, City Council, and other advisory boards; acting as Environmental Coordinator and Zoning Administrator; and performing related work as required.

ESSENTIAL DUTIES & RESPONSIBILITIES
1. Plans, organizes and directs the activities in the Community Development Department, including planning, building and safety, and code compliance.
2. Formulates rules, procedures, and policies for the efficient operation of the department.
3. Manages department personnel including interviews, selection, training, evaluations, and discipline.
4. Prepares and administers the departmental budget; manages operations to achieve goals within available departmental resources.
5. Confers with governmental agencies, other staff members, and the public; and, attends meetings, makes presentations and recommendations to appointed and elected officials on department related activities.
6. Evaluates the need for and develops plans and budget schedules for long range programs.
7. Prepares staff reports/analyses and environmental documentation for complex development projects.
8. Prepares and directs the preparation of grants, request for proposals, and manages same.
9. Oversees and participates in the preparation, revision, and implementation of the general plan, local coastal program, zoning ordinance, and related planning and environmental matters.
10. Directs activities or participates in the gathering and assembling of pertinent data to be used in zoning studies.
11. Reviews reports on variances, conditional use permits, coastal development permits and other discretionary items.
12. Establishes, maintains and interprets the Zoning Ordinance to regulate physical development in the City. Prepares or supervises preparation of environmental documents and recommendations by staff or consultant.
14. Performs related duties as required.

QUALIFICATIONS

Knowledge of: City and regional planning with emphasis on zoning administration practices; State, Municipal, and County laws and ordinances governing land use and zoning, including California Environmental Quality Act; methods of preparing designs, plan estimates, reports, applicable zoning ordinances and State and Federal laws; principles of supervision, training and disciplines; basic principles of economics and budgeting techniques.

Ability to: Prepare, revise and interpret a sound planning and local coastal program for the City; collect and analyze data, and recommend revisions in a general plan consistent with local needs; prepare ordinances and formulate recommendations for land use policies; plan, organize, and supervise the activities of the department; assist in preparation and administration of department budget and controls; establish and maintain effective working relationships with the public and other City officials; work effectively with boards and commissions involved in zoning and planning activities; prepare clear, concise, and accurate reports; speak and write effectively.

Education and Experience: Equivalent to graduation from an accredited college or university with major work in planning, or closely related field; possession of Master's degree in Planning or Public Policy Administration preferred. Five years increasingly responsible experience in professional planning including staff supervision. California Coastal Zone experience highly desirable; GIS experience and General Plan Update experience desirable. Valid California Driver's License.
