The Director of Community Development (the “Director”) manages the code enforcement, subdivision, land development, zoning, storm water management (MS4), floodplain management and sewage facilities planning functions. This position serves as the municipality’s main point of contact for community planning and development activities. The Director oversees the preparation and implementation of various short- and long-term community development programs for the Township. The Director handles strategic planning, tactical action and operational decision-making to fulfill the assigned functions. Starting salary is in the $100,000 range, depending on experience and qualifications. Work Hours: 8:00 AM to 4:00 PM, Monday through Friday (35 hours per week with the possibility of some flexibility, subject to the approval of the Township Manager), regular attendance at evening meetings of the Board of Commissioners and Planning Commission, plus occasional attendance at meetings of other Township boards and commissions. Applications will be accepted until: Friday, March 1, 2024 Essential Functions: Lead the development of goals/objectives, performance standards, policies, procedures, and administrative processes that will allow the assigned functions to operate at a high level of efficiency and effectiveness. Build partnerships with community, business and professional groups. Develop, streamline and implement methods, policies, procedures, record keeping and records management systems to serve the zoning, subdivision, land development and code enforcement needs of the Township. Serve as a spokesperson on matters concerning economic development and provide an adequate flow of information to the media, community groups and other concerned parties. Represent the municipality with appropriate local, regional, state and federal agencies, as directed from time-to-time by the Township Manager. Lead the development short- and long-range plans, to include the Township’s Comprehensive Plan and other planning efforts related to the municipality's mission. Partner with IT staff and consultants to effectively manage assigned functions, including the use of GIS, electronic permitting systems and other proprietary software. Provide expertise and leadership in the grant application process including administration and compliance of grants received. Participate in key policy and strategic planning meetings, providing support to the Township Manager and elected officials on key issues and programs. Keep Township Manager and elected officials informed of community and economic development issues and other areas of concern. Establish and maintain effective and professional working relationships with internal and external stakeholders to include department heads, elected officials, taxpayers, outside agencies, consultants and vendors. Communicate effectively both orally and in writing to understand and convey information in a clear and professional manner. Exercise sound judgment and common sense in evaluating situations and making decisions. Respond to inquiries in a timely and professional manner. Work under pressure and prioritize workload to meet deadlines. Ability and willingness to work occasional extended hours and days as necessary to carry out job responsibilities. Maintain confidentiality of information. Work with community stakeholders to develop and expand municipal and community brand, creating a strong and positive sense of place for businesses, institutions, residents and visitors. Facilitate communication between Township staff and Environmental Advisory Board (“EAC”). Assist in the evaluation and implementation of EAC initiatives. Manage the planning, zoning and code enforcement functions. Provide technical and administrative staff assistance to the Planning Commission. Seek, submit and coordinate all grant applications which are pertinent to the Township. Supervise the lease, rental, sale or other use of property not used by other Township units. Ensure consistent, professional and accurate communication and sharing of information within, among and between various Township departments. Powers and Duties of Department Heads: Department heads, under the direction of the Township Manager, shall: Direct, personally and through subordinates, the performance of all functions, duties and operations assigned to and required of the department and its subordinate units by law, the Charter or ordinance and such other activities as may be required by the Township Manager which are not in conflict with law, the Charter or ordinance. Develop and prescribe, in written form, the internal organization of the department and its subordinate units, subject to the approval of the Township Manager and in accordance with applicable provisions of law, the Charter or ordinance. Assign duties and responsibilities to subordinate officers and employees within the department and modify those assignments consistent with and in response to the changing exigencies of service, subject to the approval of the Township Manager. At the discretion of the Township Manager, develop and prescribe, in written form, an administrative manual for the department, subject to the approval of the Township Manager. Prepare and submit departmental budget requests in accordance with schedules, forms and policies as prescribed by the Township Manager. Prepare and submit reports prescribed by the Township Manager. Cooperate with and furnish to any department or unit of the Township any information, service, labor, material and equipment that may be necessary to perform a Township function. Be aware of and coordinate the activities of the department with appropriate area-wide, regional and intergovernmental programs; keep the Township Manager informed of the activities and policies of such programs as they affect the department or the Township; and make analyses and recommendations regarding such activities and policies when appropriate. Develop and maintain internal administrative and budgetary controls and productivity and performance standards to assure maximum levels of quality and quantity of service within budgetary limitations. Keep abreast of developments in administrative policies, management techniques and technological advances and make recommendations to the Township Manager concerning action to be taken by the Board of Commissioners or administrative regulations for the utilization of those policies, techniques and technologies deemed to be in the best interests of the department and Township. Keep abreast of all laws and Township ordinances and administrative regulations relating to the functions of the department. Serve as a member of any committee or as a staff officer or provide staff services to any authority, board or commission to which the department head may be assigned by the Township Manager. Develop personnel planning and employee development policies for the department, including the planning and execution of appropriate training and education programs. Establish and enforce rules and regulations for the use of Township facilities and services and issue such licenses and permits as may be required by ordinance. Develop and recommend rate structures for those services for which user fees are charged. Submit to the Board an annual report of the department and table of organization outlining all employees and duties. Give a biannual inventory report to the Township Manager. This inventory shall include all Township property, excluding minor items and supplies normally used and other items normally considered expendable. Supervisory Responsibility This position is directly responsible for leading two (2) direct reports. Overall, there are a total of eight (8) full-time and two (2) part-time employees fulfilling the planning, zoning and code enforcement functions. On at least an annual basis, this position establishes goals and objectives for all supervisory employees of the Department. On at least an annual basis, this position evaluates performance of all supervisory employees of the Department against goals, objectives, and essential functions. This position is also responsible for managing or delegating the management of all consultants, contractors and subcontractors assigned to projects in the Department. Qualifications: Graduation from an accredited college or university with a bachelor’s degree in public administration, Urban Planning, Engineering or another related field (master’s degree preferred). At least Seven (7) to ten (10) years of related experience is required, to include at least five (5) years of senior level experience in municipal management, municipal engineering, code enforcement, economic development, community development and/or zoning. Experience and demonstrated ability to work effectively with elected and/or appointed officials. Working knowledge of the general laws and administrative policies, procedures and protocols governing land use, land development, building construction and property maintenance. A general understanding of the economic data, business/industry indicators and related analyses utilized for development proposals. Ability to forecast and evaluate potential community impact of complex development and redevelopment opportunities. Ability to develop, streamline and implement methods, policies, procedures and systems to serve the zoning, subdivision, land development and code enforcement needs of the Township. Ability to plan, organize, direct and evaluate the work of subordinate employees. Solid communication skills to include strong writing, listening, public speaking, and interpersonal abilities. Must have strong collaborative and entrepreneurial abilities to establish partnering relationships locally and regionally with an engaged, diverse and educated population. One or more of the following licenses / certifications are desired, but not required: AICP, CEcD, CPSWQ, PE. A working knowledge of the Pennsylvania Municipalities Planning Code. An equivalent combination of education and experience may be considered.
