Full job description Description Hiring Range: $117,800 - $131,053 annually Work Schedule: Generally, Monday-Friday; and after-hours meetings and problem resolution. NATURE OF WORK As a key member of the Town’s Community Development Department, the Director of Economic Development is responsible for creating opportunities, facilitating, developing, and coordinating business development programs by partnering with several organizations in the community and region to support, retain, expand as well as solicit and/or market to new businesses to enhance local economy and diversity of services and products. The Director of Economic Development implements department policies and procedures; creates and encourages positive public/community relations and advocates for local businesses while exercising a high degree of trust, integrity, and confidence. The Director of Economic Development provides leadership, management, and supervision to the Business Development Specialist and provides exceptional service to internal and external clients. This position requires a high level of problem-solving ability, networking skills, initiative, and the ability to work much of the time without direct supervision. This leader will oversee the division budget preparations, play a vital role in the Town leadership team, and provide direction related to the Town and departments/division’s strategic plan, mission, vision, and performance measures. SUPERVISION RECEIVED The Economic Development Director works under the direct supervision of the Community Development Director to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. SUPERVISION EXERCISED The Economic Development Director provides supervision to the Business Development Manager and Economic Development Specialist. Essential Job Functions ESSENTIAL JOB FUNCTIONS The individual in the Director of Economic Development role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the Town, department, division, and pursuant to laws, regulations, and practices. The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive: Aligns goals and objectives in order to execute the TOW Strategic Plan. Effectively develops/implements policies and procedures to advance the department’s mission, goals, and objectives. Oversees the development of long-range strategic plans for the Economic Development Division. Designs, develops, and implements business recruitment, retention, and expansion programs. Solicits, attracts, and secures new and expanded retail, commercial, office, and industrial developments and tenants to the Town of Windsor. Contacts businesses interested in locating to the Town of Windsor, and initiates recruitment efforts to attract businesses that meet the town’s goals. Develops and monitors business incentive agreements. Negotiates investment/incentive/partnership packages and integrates approved packages with development plans. Coordinates preparation of investments, incentives, rebates, and/or tax incentives for private companies, for presentation to appropriate audience. Implements innovative and creative programs and work methods to create value with tax dollars. Develops strategies to capture more local consumer dollars and improve the economic strength of the Town of Windsor. Works directly with business owners and community groups to promote the Town of Windsor as a place to do business. Helps to develop and implement short- and long-term plans, and strategies for any urban renewal areas. Supports the efforts to retain existing businesses to provide for the sound growth of Windsor’s tax base and for the economic stability of the community. Addresses concerns of the existing business community; develops, oversees, and participates in business retention and development programs. Maintains liaison with the business community to monitor trends and activities. Acts as Town liaison with outside agencies, developers, contractors, and citizens’ groups regarding business development and retention. Act as a liaison to various public, not-for-profit, and private business development organizations by representation at meetings, community functions, and other related activities. Oversees the Business Development & Retention activity, subject matter expert, and technical advisor for Town Manager and Town Board. Ensures preparation of agenda items for the Town Board and other committees as needed. Prepares correspondence, detailed analytical documents, and project status reports to communicate program activities, explain complicated ideas, and recommend alternatives. Oversees demographic and statistical databases; manages development and maintenance of property inventory. Prepares reports, graphic representations, and statistical summaries on issues related to economic development and makes presentations to the Town Board, commissions, businesses, and community organizations and to other stakeholders in these issues. Establishes and maintains effective working relationships with commercial, industrial, and manufacturing developers; business/property owners, leasing agents, lenders, and citizen advocacy groups. Facilitates discussion between business prospects, property owners and agents; financial institutions, government agencies, and other organizations, individuals, and companies to assist in the expansion of existing businesses and the attraction of new businesses to Windsor. Aids with zoning and approval process. Works to resolve developmental issues and concerns; advocates for development projects and issues. Serves on boards and committees of community partner organizations to further the Town of Windsor’s development, growth, and expansion goals. Attends meetings, workshops, conferences, and seminars on economic development and serves as an advocate for business within the Town. Interpret, apply, and explain complex laws, codes, regulations, and ordinances. Reviews proposed ordinances and regulations, plans, and technical reports related to departmental activities for content, accuracy, and feasibility. Maintains confidentiality of information consistent with applicable federal, state, regional, and city/county rules and regulations. Researches, prepares and presents periodic reports on issues, projects, and operational statistics. Develops strategies and work plans for achieving program and project goals. Manages special projects as assigned. Assesses departmental needs to determine the necessity of resources including personnel, capital improvements, and equipment acquisition. Responsible for supervision and management of direct staff; plan, direct, supervise, and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; write and conduct performance evaluations; arrange for appropriate training of subordinate(s); ensure subordinate(s) complies with applicable occupational health and safety standards and department regulations regarding conduct and appearance. Serves as a member of the management team; reviews and resolves internal issues; develops and implements strategic direction; prepares and recommends organization structure and major expenditures; conducts workforce planning. OTHER DUTIES Depending on organizational need, additional duties may include the following: May be involved in special projects that are directly or indirectly related to essential job functions. Continues educational and certification requirements in order to remain abreast of current methods and procedures. Assisting other departments as necessary. May participate in Town employee committees, projects, or assignments as required. Other duties, projects, initiatives, and activities assigned by the Town. Education, Knowledge, Skills, Abilities EDUCATION, EXPERIENCE AND FORMAL TRAINING Bachelor’s Degree in one of the following disciplines (Business Administration, Public Administration, Economic Development, Urban/Regional Planning) or related field required; Master’s Degree in a related field preferred. 5 years of increasingly responsible experience in economic development and/or municipal government planning and administration. At least 2 years of experience in a management or supervisory capacity is preferred. Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job. LICENSES OR CERTIFICATES Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards. Certification in Economic Development (CEcD) is preferred. Promote customer focus, establish customer service standards, and monitor customer satisfaction to assure the best outcomes. Knowledge and experience in municipal government services, organizations, and general political structure. Ability to set work priorities and delegate, direct, guide, and evaluate the work of subordinates. Experience and skill in analyzing problems, identifying project consequences of proposed actions, and implementing recommendations in support of goals. Advanced knowledge of, and the ability to, interpret and apply federal, state, and local laws, statutes, ordinances, rules, and regulations pertaining to local government operations as well as knowledge of federal and state legislative processes. Ability to prepare and maintain effective working relationships with other employees, businesses, developers, contractors, and the general public. Ability to use independent judgment and discretion in determining & implementing procedures for areas of responsibility. Ability to maintain confidentiality.
