EDUCATION AND EXPERIENCE:

Any combination of experience and training that would likely provide the required knowledge and abilities may be qualifying. A typical way to obtain the knowledge and abilities would be:

Education:

Graduation from an accredited college or university with a Bachelor's degree or equivalent in urban planning, architecture, economic development, public administration, or a related field. A Master's Degree in a related field is highly desirable.

Experience:

A minimum of six years of increasingly responsible professional level administrative public sector experience in the analysis of administrative concerns, including the development and implementation of administrative or operational programs, policies and procedures. Three years of supervisory experience required.

LICENSES AND OTHER REQUIREMENTS:

Possession of a California Class “C” driver’s license.

Description


Director of Development Services Brochure

BASIC FUNCTION:

Under general directio n of the City Manager, serves as an integral member of the Executive Management Team; plans, organizes, directs, advises and evaluates the activities of the Development Services Department; administers City-wide long-range and current planning, economic development, housing, building inspection and permitting and development coordination; performs highly responsible and complex administrative support to the City Manager and Planning Commission, and performs related duties as required.

Example of Duties
ESSENTIAL DUTIES:

Provide direct staff input to the City Manager on planning, building, and economic development issues. Serves on Planning Commission; direct preparation of staff reports for Planning Commission and City Council meetings.

Develop and prepare the annual budget for the Development Services Department; analyze and review budgetary and financial data; monitor and authorize expenditures in accordance with established guidelines and policies; seek to obtain additional funding resources via grants, inter-local agreements, and other mechanisms.

Direct, supervise and evaluate the performance of departmental staff; interview, select, transfer, reassign, promote, discipline and/or separate employees; recommend and arrange for appropriate training of subordinates and allocate necessary resources.

Monitor overall growth and development relative to the General Plan; design, prepare and recommend appropriate codes and ordinances related to the General Plan, land use, subdivisions, and other community development matters; administer current ordinances; prepare revisions as needed.

Coordinate and manage the review of private and public development projects; conduct public hearings as required.

Serve as liaison with developers, contractors, and citizen groups regarding planning related activities and projects.

Assume full management responsibility for all economic development activities, including

Proactively research and secure major grants, investments and external funds.

Identify workforce skill needs of the business community and coordinate action with educational training institutions to develop and provide the appropriate training and educational programs.

Develop systems, materials, programs and plans that promote business development, expansion and retention within the City.

Assists commercial developers with all local activities and approvals necessary for project completion including, but not limited to, zoning matters, financial incentives, and general coordination activities with City departments, Commissions and the City Council.

Participates with community, state, and federal agencies to coordinate economic and community development programs and conducts meetings/workshops.

Performs other duties as assigned.
