Required Experience:
MINIMUM QUALIFICATIONS
Bachelor’s Degree in urban planning, architecture, public administration, or closely related field required. Master's degree preferred. Three years of supervisory experience. Any equivalent combination of experience and education that provides the required knowledge, skills, and abilities.

This is a full-time management position and is responsible for leading, directing, and coordinating all activities of the Community and Economic Development Department, including supervising and mentoring staff, setting department goals, and coordinating the preparation and administration of the department's annual work program and budget. The department's major functional areas include current and long-range planning, land development oversight, and economic development. In addition, this position requires the ability to seek and receive successful funding for a variety of City projects. The position will develop, write, and monitor grant proposals, work closely with the Director of Finance to prepare all grant billings and compliance reports, have the knowledge of bidding requirement and procedures, and basic understanding of the City's financial system as well as State, Federal, and other foundation grant requirements. The employee reports directly to the City Manager for administrative supervision.
Essential Functions:
Provide exceptional personalized service within the organization and to external customer, including actively promoting a positive image of the City, fostering a collaborative, respectful, and service-minded working environment, and consistently exhibiting pride, professionalism, and integrity throughout the community.
Collaborate with department staff to develop and implement annual work program and provide proactive administrative and technical direction regarding department activities.
Forecasts operational needs, anticipates costs, and formulates departmental budget. Maintains departmental expenditures within budgetary limitations.
Manage important, high-profile development and economic development projects including, but not limited to engaging and coordinating the work of staff and consultants, managing property acquisition activities, negotiating various aspects of the process, and engaging with other municipalities and relevant jurisdictions.
Represent the Community and Economic Development Department and City in public and official capacities, including presentation of oral and written reports, projects, and agreement at public meetings; foster positive and collaborative relationships with staff of key overlapping taxing districts such as, but not limited to Elk County and the Saint Marys Area School District.
Ensure effective delivery of services that overlap between the Community Development and other City departments.
Stay abreast of best practices, current trends, and new legislation involving how municipal community development-related services are provided; facilitate forward focused changes to City plans, policy, and regulatory documents and programs that effectively address these trends and legislative changes.
Respond to public, business, elected, and appointed officials' staff inquiries and requests for assistance.
Initiate and implement public information and input strategies that effectively inform and engage the public on Department led initiatives.
Establish department policies and procedures. Adhere to all City policies.
Identify, seek out, apply for, administer, supervise, and coordinate city wide administration of Federal, State, and National Foundation grant monies in accordance with applicable standards, regulations, and guidelines. Work with city Council, the City Manager, Department Supervisors, and related City Staff to identify grant projects, descriptions, estimates, costs, and scheduling.
Coordinate, attend, participate in City and other governmental meetings related to grant needs and applications. May address governing bodies, including City Council, local commissions, boards, and authorities, as well as State and Federal officials.
Work closely with the City's Director of Finance to coordinate and supervise the auditing, monitoring, and scheduling of grant reports of various departments. Maintain accurate accounts of all grant funds and track all grant projects. Serve as representative at financial funding meetings and hearings. Prepare legislation for funding of projects as necessary.
Supervise, coordinate, and/or assist departments in preparation of request for proposals, bidding, and contracts relative to grants, and comply with the City's procurement system and applicable Federal, State, and Local laws and regulations.
Participate in the preparation of the annual City Budget, Capital Improvement Plan, and Revenue Forecast relative to grant revenue.
Administer the City's CDBG Program and Housing Rehabilitation Program.
Perform additional duties as directed by the City Manager.
Regular attendance at City Council Meetings as requested.
