Required Experience:

Minimum Qualifications

Graduation from an accredited four-year college or university with a bachelor's degree in Public Administration, Planning or Business Administration or a related field.
Seven (7) years in management or supervisory position in community development.
Extensive knowledge of City Code of Ordinances, code enforcement policies and procedures.
Must have a FACE certification or obtain it within 6 months of the hire date.
Knowledge of Federal Housing and Community Development Programs. Knowledge of private sector affordable housing and community development initiatives. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Extensive knowledge of Code Enforcement procedures and strategies and building codes. Knowledge of modern management techniques. Ability to handle irate people with tact and diplomacy. Ability to facilitate meetings and guide groups to identify and accomplish goals. Ability to effectively lead and manage an organization. Ability to innovate and implement plans and programs. Skill in use of a personal computer. Skill in public relations. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.

This is professional work in the management and administration of the Neighborhood and Community Services Department overseeing Code Enforcement, Neighborhood Services and Clean and Safe Divisions. Work is performed under the administrative direction of the Assistant City Manager.

Essential Job Duties


The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Manages staff work assignments in the Code Enforcement, Neighborhood Services and Clean and Safe Divisions, promoting voluntary compliance to the City's Code of Ordinances, and Land Development Regulations and other policies adopted by the City.
Provides leadership and management over code compliance process and staff.
Oversees Federal Grant programs
Develops and implements departmental policies and procedures.
Attends meetings of City Commission, Code Enforcement Board, Civil Violation/Hearing Officer.
Prepare and present agenda items in compliance with City's Code of Ordinances and Land Development Regulations for City Commission.
Confers, meets with and corresponds with the public, developers, contractors, architects and other department heads to resolve problems, facilitate redevelopment activity and projects and other code-related problems.
Responsible for preparation and implementation of the annual budget.
Attends and facilitate various City advisory boards and citizen group meetings.
Performs and coordinates special projects assigned by the City Manager.
Coordinates and manages non-profit partner performance under applicable grant programs.
Maintains effective working relationships with other Department Heads, elected officials, other government agencies, and the public.
Responds to and resolves community and organizational inquires and complaints.
Performs all functions and responsibilities according to the, Palm Beach County Code of Ethics and Florida State Statutes 112.313.
Fosters positive employee relations and employee morale on a City-wide basis.
