Plan, lead, organize, and direct the activities, services and operations of an Economic and Community Development Department
Coordinate and facilitate an Economic Development Retreat/Summit with the City Council and/or community partners
Develop and implement policies and procedures for the effective management of the department, programs and activities assigned
Plan, lead, organize, direct, and evaluate the work of the department
Develop, coordinate, and maintain documentation standards and practices, report and track procedures and administrative activities
Apply sound professional judgment in resolving problems and interpreting policies, regulations, and standards; analyze complex situations accurately and adopt an effective course of action
Establish and maintain effective and productive working relationships with the City Manager, elected officials, subordinates and other City department personnel, outside agencies, advisory boards, news media, private organizations, business community, development community, property owners, and the public
Identify the department's future direction in response to changing community needs, and to develop, implement, and monitor appropriate plans, schedules, and action steps
Prepare and administer federal, state, and local grants
Serve assigned emergency role(s) during emergency events

Effectively present plans, programs and recommendations to the City Manager, the City Council, Planning Commission and other committees, City departments, special interest groups, and the public

Effectively train, lead, supervise, motive, mentor, coach, and evaluate department personnel and address personnel issues and complaints
Understand the City’s political environment and sensitivities, and to function effectively within that environment
Effectively represent the City in situations which are potentially adversarial or stressful
Exercise individual initiative and discretion in work, including confidential matters
Work independently with little direction
Use personal computer and software programs (Microsoft Word, Outlook, Excel, PowerPoint, etc.)
Attend evening, early morning and weekend meetings as needed/requested
Education and Experience:

Bachelor’s degree from an accredited college or university with major coursework in economic development, urban planning, public or business administration or closely related field. A master’s degree or other advanced degree is preferred
Minimum of eight (8) years of progressively responsible work experience and leadership in economic and community development or related field or a combination of education and experience which provides the applicant with the knowledge, skills and abilities to successfully perform the duties of this position.
Municipal experience preferred.
Special requirements:

Successful completion of pre-employment background check
Valid Washington State Driver’s License or the ability to obtain one by start of employment and have a satisfactory three (3) year driving record
Valid CPR/First Aid/AED certification or able to obtain within two months of employment
Must be insurable by the City’s insurance carrier
All staff positions at the City are required to be available to report to work during off hours in case of emergency and perform duties as assigned

Under the direction of the City Manager, the Economic & Community Development Director (ECDD) ensures the City’s Vision, Council direction and core values are incorporated into the Departments operational activities and services. The Economic & Community Development Director will lead, facilitate, plan, direct and implement the strategy of the Departments; activities, services and operations through Planning, Building Services, Permits, Code Enforcement and Economic Development. This position will ensure compliance with federal, state and local laws, regulations, codes, policies and standards; prepare and control the department budget; perform various administrative functions; select, train, lead, supervise, motivate and evaluate the performance of assigned personnel. The Economic & Community Development Director will lead and coordinate the City’s Economic Development activities including development, policy recommendation and implementation, infrastructure, marketing, recruitment and negotiations for new development that accomplish the City Council’s goals and objectives to ensure the economic health and vitality of the City. The Economic & Community Development Director represents the City in the community, region and state with regards to policy and operational initiatives. The position also serves as a member of the City Senior Leadership Team. This position is classified as Exempt per the FLSA guidelines and is not eligible for overtime compensation.

ESSENTIAL JOB FUNCTIONS

The Economic & Community Development Director duties include:

Provide dynamic leadership, vision, and overall direction to the work of the Department staff; develop, implement and administer departmental policies, procedures and practices to ensure compliance with applicable municipal ordinances, state, county and federal laws and regulations, court decisions and established management principles and techniques
Plan, lead, organize, and direct the activities, services, operations, budget, policy formulation and administration of the City’s land use and planning, building services and development codes, construction and land development review, permit processing, code compliance and enforcement, and economic development programs
Direct the development, implementation, monitoring and reporting of the department’s long-range strategic plan and short-range goals and performance objectives; ensure completion of projects in accordance with established timelines and budget limitations; manage department operations to assure efficiency and cost-effectiveness
Select, lead, supervise, train, assign, promote, motivate, evaluate, and discipline, as appropriate, the performance of assigned professional, paraprofessional, technical and administrative support personnel in accordance with established policies and procedures; resolve complaints related to department personnel and operations
Oversee the research, analysis and implementation of policies, strategies, projects, and activities to enhance the City’s economic development, redevelopment and tourism related programs and activities, including redevelopment strategies, new businesses recruitment, existing business retention, and expansion assistance
Oversee the permit processing, building, and other development code review, and construction inspection processes and procedures to ensure effective and timely delivery of services; ensure appropriate coordination with other internal departments and external agencies as needed; ensure that federal, state and local statutory regulations and standards are considered and appropriately addressed; ensure that the City’s development codes and regulations are appropriately interpreted, applied and enforced
Assume fiscal responsibility for department and project-related budgets; prepare, monitor, and administer the annual department budget; ensure financial accountability and appropriate record keeping; ensure department programs, goals and operations are administered within budget limitations; pursue and administer grant funds as required
Oversee the development, implementation and administration of the City’s code compliance and enforcement program
Oversee the development, implementation and administration of the land use planning, zoning, shoreline, environmental and related development codes, and ordinances in accordance with applicable ordinances, plans or acts; evaluate, negotiate and make recommendations on land acquisitions and sales
Oversee the collection, processing, and adoption of permit and impact fees related to new development
Serve as the City’s SEPA Official with responsibilities including issuance of determinations of significance, mitigated determinations, determinations of non-significance, and the review of SEPA appeals
Oversee the Planning Commission or its assigned designee. Ensure Planning Commission recommendations are presented to the Council and City Council policy directives are appropriately interpreted, applied, and implemented
Represent the Economic and Community Development Department before the City Council, Planning Commission and other assigned committee meetings and public hearings; prepare and make public presentations at meetings; research, prepare analysis, present technical information in a clear, concise and understandable manner; make recommendations regarding legislation, policies, or procedures for consideration; respond to questions and comments; collaborate on a variety of administrative, legislative and policy matters related to the department’s operations and services
Coordinate and manage the City’s Economic Development Commission. Seek membership from public and private partners
Represent the City with the Maple Valley/Black Diamond Chamber of Commerce, Port of Seattle Economic Development, Greater Seattle Partners, and other local/regional business forums
Coordinate and lead City events and promotions that promote local businesses and economic development in the city
Research, analyze and report on economic and market trends
Update and create economic marketing materials for the City
Respond to inquiries from elected and appointed officials, community members (residents, property and business owners, developers), and other organizations related to the areas assigned to the Department; ensure department support of the Planning Commission and other assigned committees related to the department’s operations and services
Conduct regular department and management meetings as needed; attend management and professional meetings, seminars and conferences as required to stay abreast of new requirements and trends in the field of community and economic development, planning, environmental, code compliance, land use law, construction, and other development-related processes, and property development practices
Provide high level of quality customer service to the public, contractors, and other agencies; ensure that Department responses are prompt, accurate and courteous
Perform other duties as assigned
