Required Experience:

Essential Duties & Responsibilities
Position Summary: Creates economic development programs and implements strategies to promote the City as a viable destination for potential businesses and industries and assists to supplement the vitality and retention of the City’s current businesses. Responsible for research information, provide technical support, coordinate site visits, assist with research on existing businesses, manage data, prepare presentations, support business growth, and provide outreach to existing businesses.

Essential Duties and Responsibilities:
(The duties listed are intended to serve as an example of the typical functions performed. They are not exclusive, or all inclusive, and will vary with assignments.)
Develops the City’s comprehensive economic development plan to include business attraction and retention strategies, data on business conditions, neighborhood commercial development opportunities and financing proposals, loans or grant programs.
Manages economic development plans, policies, programs, projects, and activities of the City.
Establishes partnerships with the business community and local agencies to identify and increase economic development opportunities.
Facilitates consensus building among diverse business and agency stakeholders and initiates and implements strategies to establish the City as a business-friendly community.
Identifies local, state, and federal grants and other incentives available to new businesses and growth for existing businesses.
Assists in promoting and implementing the City’s annexation plan as outlined in the City’s Comprehensive Plan.
Acts as a liaison with private and public stakeholders to promote economic development plans, goals, strategies, and projects and works in coordination with the Business Development Board.
Identifies target businesses and establishes marketing tools to attract potential businesses to the City.
Develops and implements marketing and outreach efforts which promote and communicate economic development in the City to citizens and businesses
Develops and maintains marketing materials and packages for economic development.
Meets with representatives of local lending institutions and advises them of economic development projects to solicit their support and partnership
Reviews economic development financial proposals and pro-formas for reasonableness, accuracy, and feasibility.
Manages resources to assist in accomplishing the City’s goals and objectives.
Prepares scope of work for RFP’s.
Functions as a liaison with local Chambers of Commerce.
Develops alliances with key business sectors.
Make presentations to City Manager, City Council and at times to the public
Performs general/clerical tasks, which may include answering telephone calls, assisting vendors, scanning, typing documents making copies and sending/receiving faxes.
Assists other employees or departments as needed.
Performs other duties as assigned.
Knowledge, Skills & Abilities
Knowledge of:

Principles, procedures, and strategies of economic development in a government environment, demographic economic trends, and forecasting.
Project Management.
Federal, State, Public/Private funding sources for the promotion and funding of economic development goals, strategies, and projects.
Regulatory and legislative laws affecting economic development initiatives; knowledge and use of available economic tools from the local state and federal level to leverage economic development projects, familiarity with conventional and specialized financing techniques.
Public relations, marketing, Internet research, presentation software, word processing, and on-line services.
Computer software including a detailed knowledge of Microsoft Word, Excel, Power Point, and other programs.
Ability to:

Interpret and apply complex rules and regulations and present findings and recommendations concisely and effectively.
Work nights and weekends, as needed.
Prepare reports, memoranda, letters, recommendations, and other documents.
Promote the City as a prime location to live, work, and do business.
Plan and organize work assignments and resources to provide timely, effective, and efficient operations.
Identify issues, generate, and evaluate alternate solutions and make sound recommendations.
Maintain professional and courteous demeanor.
Communicate clearly and concisely, both orally and in writing.
Make public presentations.
Establish and maintain effective working relationships with co-workers, public agencies, vendors, and the public.
Maintain high standards for professional and ethical conduct.
Interpret, apply, and adhere to all local and state regulations and policies.
Maintain clear, concise, and accurate records.
Follow safety rules and regulations of the Department and the City.
Support the Department’s and City’s Mission, Values, and Goals.
Education & Experience
Bachelor’s Degree from an accredited college or university with major course work in economic development, urban planning, public administration, marketing, or related field. Master’s degree Preferred.
Six (6) years of experience in economic or community development, commercial development, or business assistance and retention experience.
Three (3) years of experience working for a municipal government.
Must obtain and maintain valid Florida driver’s license.
