Required Experience:

Minimum Requirements
Graduation from an accredited college to university with a bachelor’s degree in Urban Planning, Urban Design, Public Administration or closely related field. Master’s degree preferred. Ten (10) years progressively responsible experience in development related field, including a minimum of four (4) years in a key management/supervisory role. An equivalent combination of education and experience will be taken into consideration.

Comprehensive knowledge of land use principles, building inspections, code enforcement, health services. and practices including but not limited to building inspections, comprehensive planning, geographical information systems, comprehensive knowledge of policy and program development and evaluation; ability to effectively manage and supervise personnel; ability to prepare reports on highly technical projects and associated issues; ability to negotiate and resolve issues; ability to speak effectively before City officials, professional groups and the general public. Good knowledge of computer systems. Skill in the operation of computer mapping systems. Ability to establish and maintain effective relations with co-workers, City officials and the general public.

Other Requirements
Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.

Membership in the American Planning Association's (APA) American Institute of Certified Planners (AICP) is preferred. Must be able to attend various evening meetings such as Zoning Board of Adjustments, Planning and Zoning Commission, City Council, and other required meetings.

Full job description
Hiring Range: $130,669 - $150,000

Full Pay Range: $130,669 - $196,002

Work Schedule: Monday - Thursday or Tuesday - Friday, 7:30am - 5:30pm

3-day weekends Friday - Sunday or Saturday - Monday

Attends various meetings in the evenings as necessary.

Position Overview
Under administrative direction, directs and manages staff personnel and activities within the Department and provides general oversight and guidance for the City's Community Development Department, which include the following divisions: Planning, Building Safety, Neighborhood Services (code enforcement and health services) and Animal Services, as well as other regulatory functions as assigned. The Director prepares and provides professional planning counsel and technical services to the City Council, Planning and Zoning Commission, Board of Adjustment, and the public. Performs related duties as required.
Essential Job Functions
Leads and manages the Community Development Department and all general department projects and operations including, but not limited to: Planning and Zoning Review, Community Development Block Grant administration, Building Safety, Neighborhood Services (Code Enforcement and Environmental Health), and Animal Services. Represents the City and the Department on issues of regional significance with grant agencies, neighboring cities, or other governmental agencies. Responsible for developing and implementing a comprehensive development strategy that aligns with the City’s long-term vision and goals.

Prepares, manages, and allocates the annual budget for the department. Collaborates with City departments, staff, officials, developers, and community members on the development and implementation of various organizational and community initiatives. Researches and provides expertise and guidance regarding subdivision and zoning, Comprehensive Land Use Plan, and other land use and construction related codes. Provides analysis of proposals, preparation of staff reports/presentations, and recommendations to Planning and Zoning Commission, City Council, Board of Adjustment, Building Standards Commission and other assigned boards and commissions.

Works with citizens, boards, businesses, and other agencies on development and other interests to plan for the City's growth and to identify and resolve specific development interests. Investigates and resolves conflicts and issues; negotiates technical agreements with developers and ensures compliance with the City's development policies, regulations, and design expectations. Enforces the zoning, housing, signage, construction, and environmental ordinances and codes.

Participates in strategic planning and thinking initiatives with the City executive team and the department; facilitate development projects that promote the strengthening and expansion of local economic base; conducts subject matter department retreats; seeks and embraces innovation and technologies to provide efficiency for departmental success. Stays abreast of industry trends, best practices, new legislation, and regulatory changes to drive continuous improvement.

Foster a customer-centric approach to service delivery, ensuring efficient and transparent processes for permitting and approvals. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
