Minimum Qualifications
Education: Bachelor's Degree in economic development, public affairs, urban studies, economics, finance, public administration, business administration or a related field.

Experience: Five years' experience in positions related to the functions listed as knowledge, skills and abilities needed to carry out the scope of this position.

Substitution: An equivalent combination (nine years) of education and experience.

Certifications/Licensure: None.

Preferred Experience: Three or more years of management experience.


Exam/Screening Process Information
This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration.

Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."

Basic Function
The current vacancy is in the Economic Growth and Community Investment Service Team. The unclassified eligibility list created by this vacancy may be used to hire other vacancies in the department.

Provide the overall vision, long-range strategic planning, leadership and direction for the Community and Economic Development Division. This position reports directly to a Deputy County Manager and is part of the Economic Growth and Community Investment (EGCI) Service Team.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed
Promote a diverse, culturally competent, and respectful workplace.
Provide leadership, vision and strategic direction for community and economic development in Ramsey County, in support of and aligned with the Ramsey County mission, vision and goals. Direct the development of strategic goals, objectives, and long-range planning for programs and operations within the department, across the EGCI Service Team, and county-wide. Oversee the administration of federally-funded housing programs. Establish measurable program and service outcomes and oversee the development of continuous improvements and quality assurance measures.
Work with other leaders in the EGCI Service Team, especially the Director and Deputy Director of Planning in Public Works and the Director of Workforce Solutions, to ensure strong ongoing coordination of economic development efforts and a one-county approach to identification and leveraging of future opportunities.
Plan, organize and implement economic development functions from conception to completion. Serve as the County's primary marketer and business expansion advocate. Encourage taxable business investment and the creation of new job opportunities within Ramsey County; retain and support existing businesses by providing assistance to ensure continued success and expansion. Keep abreast of changing needs for public intervention required to attract and retain desired business activity that will result in tax base and employment opportunities.
Plan, develop and and finance new projects; identify potential funding partners for new development and housing initiatives; negotiate with developers the terms and conditions of redevelopment contacts.
Direct the development and management of the department's operating budget including the administration of the Community Development Block Grant, HOME Investment Partnerships Program and other programs, projecting funding levels, assessing existing and anticipated service levels, staffing needs and program changes or requirements.
Coordinate and execute the County's marketing effort. Provide information and make presentations to city officials, their elected bodies, business and developer groups, civic groups, residents, and the County Board and its Housing and Redevelopment Authority (HRA) on economic development issues, programs, services and plans.
Authentically engage and build partnerships with Ramsey County cities to achieve collaboration and inclusiveness that will advance regional interests; serve as a convenor and connector, bringing a regional perspective and opportunities to share in economic development work.
Supervise the preparation of requests for county board action and attend weekly meetings of the county board and its subcommittees to provide information and explain department proposals.
Represent the county before the news media, elected officials, state and federal officials, local government officials, staff from cities and other counties, and the community to present the county position on economic development issues, to explain county policies and procedures and to negotiate satisfactory problem resolution.
Direct, manage and oversee the selection of professional consultants and contractors, the negotiation and execution of contracts and agreements with business owners, private developers, financial institutions and other vendors, and the monitoring of contracted service performance to ensure the delivery of effective services in compliance with applicable laws, rules, regulations and policies.
Promote efficient, effective and collaborative service delivery. Participate as a member of the County Manager's Senior Management Team and perform related duties as assigned.
