KNOWLEDGE, SKILLS AND ABILITIES

Significant knowledge of federal and state regulations and requirements pertaining to community development block grant funding.

Considerable ability to ascertain local community needs and to prepare pertinent applications and reports related to funding.

Considerable ability to communicate orally and in writing and to lead citizen groups of varied size and purpose.

Good skill and ability in the utilization of personal computer.

Considerable ability to establish and maintain effective working relationships with associates, citizens groups, other municipal officials and representatives of state and federal agencies.

QUALIFICATIONS

A bachelor's degree from a recognized college or university in public administration, urban planning or a related field, plus three or more years’ experience in municipal planning and/or administration of funding programs or any combination of education, training and experience which provides a demonstrated ability to perform the duties of the position. Recent experience administering, applying for, and managing significant state & federal grants, specifically including CDBG and/or HUD required. Recent is defined as within the last 7 years.

SPECIAL REQUIREMENTS

Must have valid Connecticut Driver's License.

GENERAL DESCRIPTION

This is highly responsible managerial and administrative work involving the management of the Community Development Block Grant and other related federal, state and local programs.

Work involves responsibility for effectively administering these funding programs in compliance with the policies and regulations of the funding agencies. Duties include planning, directing and coordinating department activities related to Community Development Block Grant programs. This position also has the responsibility for making difficult administrative and program coordination decisions. The work requires that the employee have considerable knowledge, skill and ability in the management and administration of government funded programs.

SUPERVISION RECEIVED

Works under the direction of the City Manager.

SUPERVISION EXERCISED

Supervises assigned employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Plans and recommends implementation strategy to improve and strengthen the quality of life in the municipality. Coordinates data analysis efforts. Confers with community groups and government agencies, prepares mail surveys for interested parties.

Analyzes information on the effectiveness and efficiency of the Community Development function. Determines and recommends operating procedures. Prepares computer and hand generated maps, charts and exhibits.

Prepares Housing and Urban Development (HUD) consolidated plan including an analysis of housing and community development needs, the preparation of planning schedule, preparation of legal notices and the establishment of milestones.

Conducts and leads citizen participation groups in order to determine and articulate the municipality's Community Development needs. Ensures compliance with procedures pertaining to funding requests.

Participates in the Community Development Block Grant budget process. Ascertains and monitors the financial stability and program performance of sub recipients of grant.

Gathers and analyzes information and prepares narrative and statistical reports on community Development Block Grant activities undertaken during the fiscal year, including review and reconciliation of expenditures.

Maintains liaison with citizen groups, municipal, regional, state and federal agencies. Attends meetings, prepares agendas and provides staff assistance for the Community Development Advisory Committee.

Collaborates with the department's programs to stimulate local business.

Establishes procedures for funding requests, prepares budgetary forecasts, personnel/ non- personnel costs distribution plan, and prepares draft budgets and budget documents and certifications for submission to the City Manager, Council and federal and state funding sources.

Prepares sub recipient agreements, establishes and maintains environmental, architectural/ historical, flood insurance, and other records.

Prepares and obtains release of funds. Performs oversight of activity budgets and related ledgers, manages program income and revolving loan accounts and reports to the City Manager the financial status of each activity.

Reviews and approves submitted invoices and supporting documentation, and monitors sub recipients performance.

Manages daily financial aspects of various funds and grants, including accounts receivable and payable. Reviews purchase orders. Ensures compliance with all statutory and regulatory notices and deadlines.

Recommends new and revised procedures governing new and/or existing programs. Administers and reviews all grant applications.
