Required Experience:

Qualifications

Bachelor’s degree in business, healthcare administration, or a related field. Graduate degree (MBA, MPA) preferred.
7-10 years’ experience in marketing, public relations, and/or journalism; healthcare or related industry preferred.
Experience managing direct reports, as well as contractors and/or advertising/PR agencies.
Demonstrated experience developing and launching marketing and branding campaigns that meet campaign objectives with demonstrated ROI.
Skills and Abilities

Self directing, ability to drive initiatives and conversations independently while focusing on achieving results.
Detail oriented and a strong proof-reader, with a creative eye for marketing and visual communication collateral.
Ability to assess complex situations and develop creative solutions to overcome barriers.
Ability to craft press releases and talking points and handles press inquiries with confidence with the ability to shape compelling narratives around complex healthcare or technical topics.
Media relations expertise with formal media training and the ability to coach and train team member sin media best practices and public speaking.
Communicates as needed with key senior level stakeholders including members of the company’s board of directors, state and legislative leaders, navigating those conversations effectively.
Ability to engage key senior stakeholders, including board members with tact, clarity, and strategic intent.
Proficient in website management, including hands-on experience with content management systems such as WordPress.
Demonstrated experience with content creation, social strategy, and managing platforms such as LinkedIn, Bluesky, Facebook, etc.
Excellent interpersonal skills and a desire to be part of a multi-disciplinary, diverse, and dynamic team that positions the area as a strategic business asset for DHIN.
High degree of professionalism and personal qualities of integrity, credibility, and a commitment to the DHIN mission.

Work Environment

This position reports to the Chief Operating Officer and oversees the Communications Specialist and the Digital Communications Specialist. The timeline of work typically spans weeks to months.

This is a hybrid role, and the selected candidate should expect to work in an office setting at the DHIN headquarters in Dover, DE 2-3 days per week.

Compensation and Benefits

The base salary range for this role is $139,907 to $150,611 depending on experience and credentials. There is potential for an 8% performance incentive annually based on performance against established organizational and personal goals for each fiscal year. If the full incentive is earned, the total salary for this position ranges from $151,100 to $162,660.
22 days of paid time off and 13 paid holidays.

About DHIN

The Delaware Health Information Network (DHIN) is the nation’s first statewide health information exchange. Established by statute as a not-for-profit public instrumentality, DHIN’s statutory mission is to facilitate the design and implementation of an integrated, statewide health data system to support the information needs of consumers, health plans, policymakers, providers, purchasers, and researchers to improve the quality and efficiency of health care services in Delaware. DHIN thus serves as an aggregator of health data from disparate sources and provides services to make that data useful in a variety of settings and to a variety of users. DHIN has collected and aggregated clinical data since 2007, and additionally administers Delaware’s All Payer Claims Database, with claims data from 2013 forward. Participation in DHIN by the health care community of Delaware is nearly universal, with expansion beyond state borders now also established.

Position Overview

The Director of External Affairs is essential in shaping DHIN’s voice, building trusted relationships, and advancing DHIN’s impact throughout Delaware and beyond. Specifically, this role will oversee DHIN’s external relations strategy, serving as a key representative to government agencies, healthcare partners, advocacy groups, and the media.

Duties and Responsibilities

Stakeholder Engagement

Serve as one of the public facing leaders of DHIN for routine and ongoing matters as well as during a public crisis, protecting the brand reputation of the organization.
Serve as a spokesperson, as needed, delivering key messages that serve the broader interests of the organization, with the ultimate goal of improving healthcare in the state of Delaware.
Leverage a solid personal and professional network of strategic partnerships, particularly among legislative audiences and influencers, to advance DHIN’s legislative and public relations agendas.
Serve as relationship manager for high-visibility projects as needed, interfacing with members of the DHIN Board and VIP customers.
Apply their talents and skills to develop crisp and concise marketing and communication pieces to influence decision-makers and stakeholders (pre-made and ad hoc customized).
Represent and/or facilitate representation of DHIN on industry associations and at regional and national conferences.
Strategic Marketing

Oversee the design and coordination of promotional campaigns, public relations, and other marketing efforts across channels, incorporating best practices for effectiveness in achieving campaign objectives and delivering ROI.
Develop a strategic marketing/external affairs plan for the organization and oversee its day-to-day implementation.
Develop and deliver annual reports, both required by statute and recommended by third party assessor.
Direct consumer market research efforts of the company to broaden DHIN’s reach within Delaware’s healthcare community and beyond.
Generate targeted communications to individual customer segments, tailoring messages appropriately to these segments.
Plan and organize marketing functions and operations (product development, branding, communications etc.) and ensure they project the DHIN’s unique “voice”.
Revenue Generation and Business Analyst

Serve as principal grant writer, including sourcing, organizing and responding to opportunities for government and foundation funding.
Identify and submit proposals for grants and foundation awards.
Serve at the primary owner of DHIN’s legislative affairs activities by managing relationship with legislative lobbyist consultant and serve as their primary contact while working closely with COO, General Counsel, and CEO.
Proactively generates strategies for monitoring events happening within Delaware and its surrounding states, monitoring trends and activities in healthcare legislation.
Serve as business owner for DHIN’s consumer services, providing quarterly reports on service viability.
Design, implements and summarizes survey results, as needed, overseeing survey and market research efforts, both routine and strategic (consumer market, customer market research, etc.).
Corporate Affairs

Manage annual employee survey and related efforts in collaboration with Human Resources.
Support teams in developing a unified approach to customer service, relationship management and marketing that meets market demands and improves internal efficiencies.
Assist in the development and rollout of new or improved services, practices and organizational processes or standards.
Provides expert level counsel, proactively and as needed, for messaging and communication that serve the broader business interests of DHIN and its people.
Leads all resources and manages the budget supporting communication and marketing activities including dedicated DHIN staff and outside suppliers.
