Required Experience: MINIMUM QUALIFICATIONS:
A master's degree and ten years of experience in an executive management position directing international field office operations. Proven managerial and leadership skills, including the ability to oversee several operational projects simultaneously in multiple countries. Experience in a variety of organizational settings (e.g., International/multinational organizations, governments, NGOs, independent consulting, academia) is strongly desired. Extensive experience working and/or living abroad and language skills are strong advantages, as well as, cross cultural communications skills. PREFERRED QUALIFICATIONS: International experience in Africa and Asia is preferred. Proficiency in French language is preferred. Strong leadership, interpersonal, organizational, and problem- solving skills with attention to detail, the ability to navigate a complex work environment, and manage multiple priorities simultaneously. Ability to work and communicate effectively in diverse multicultural settings. NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Carter Center on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines. All non-exempt employees must reside within the state of Georgia. SUMMARY: The Vice President, Overseas Operations provides leadership and direction for the overseas operations for Health and Peace Programs and reports to the CEO. The VP ensures that overseas operations function efficiently and effectively in support of program objectives and supports administration and operational collaboration when health and peace programs are in the same country. Currently there are 15-20 country offices and approximately 3,500 country office staff. VP advises the CEO and the Vice Presidents of Peace, Health, Finance, and Development and with the Board of Trustees as appropriate on overseas operations, safeguarding, and security strategy for field operations. Manages global travel risks, risk mitigation strategies, and advises the CEO and other VPs in emergency and crisis response management. The VP supervises Senior Associate Directors and the Country Representatives and manages the performance and team effectiveness of the overseas operations professional staff and in country leadership. This position is full-time and based in Atlanta, GA, USA. Due to the travel to country office locations, Hostile Environment Awareness Training (HEAT) will be required. FORMAL JOB DESCRIPTION: The Vice President, Overseas Operations provides leadership and direction for the overseas operations for The Carter Center's Health/Peace (H/P) programs. Acts as principal advisor to the CEO and Vice Presidents in the formulation, implementation and monitoring of field offices on administrative policies and procedures. Works closely with Country Representatives and Field Office Directors, to ensure compliance with local laws, including employment laws, of each country as well as compliance with Carter Center policies and procedures. Makes recommendations to the CEO and Vice Presidents on annual compensation for field staff, including Country Representatives and Field Office Directors. Monitors and evaluates operations, reports findings to Vice Presidents and makes recommendations as warranted. Assesses administrative and personnel implications of various courses of action regarding overseas program activities being considered by the program Vice Presidents and makes recommendations. Serves as liaison between regarding overseas operations and Human Resources. Assists with coordination of immigration issues (including non-resident alien tax issues) for program staff. Oversees the operational aspects for field offices including the opening and closing of field offices, including ensuring that hiring and termination of local staff conform to local labor laws, opening and closing bank accounts, and negotiating initial legal documents (MOUs, contracts, etc.). Ensures that field staff are provided orientation, training, policies and procedures in compliance with donor and organizational compliance. Works closely with Information Technology (IT) to ensure current and secure IT support to the field offices. Maintains close communication with all field offices. Manages Duty of Care for overseas offices and international travelers. Monitors closely the security situation for each country in which Carter Center programs operate and communicates with the field staff, Program Directors, Vice Presidents, & CEO on any security issues. Proposes security standards for Carter Center overseas operations to Vice Presidents and CEO. Directs and manages overseas security crisis response team, in close consultation with appropriate Program Director(s), Vice Presidents and the CEO. Supports programs finance field offices with financial reporting and monitoring of field offices inventory of assets. Manages the procurement and acquisition of field supplies and equipment for the programs. Directs contracting, and agreements in support of programs' overseas operations that do not involve outside funding (e.g., research contracts with universities). Represents overseas operations for The Carter Center at meetings, workshops, briefings, etc. as needed. Regularly meets with and communicates operational changes to field staff to ensure they are aware of information that may affect their work. Responsible for overseas operations team staffing, evaluating performance and team effectiveness. Supervises multiple professional and administrative staff located in headquarters and field offices depending on the needs of the programs. Responsible for establishing all organizational policies and procedures to effectively support the programs¿ overseas activities and field office staff. Maintains professional growth and development of self and program staff by identifying educational/training programs, professional organizations, activities and resources to maintain knowledge of national trends and to promote leading edge expertise.
