Knowledge of Health and Human Services administrative system practices, principles, and procedures. KTHFS/Tribal delivery systems and requirements. Experience to demonstrate that the applicant has the desired skills, knowledge, and ability Knowledge of: Indian Self Determination Education and Assistance Act Agreements, P.L. 93-638 Contracts, provisions of the Federal Tort Claims Act, General Accounting and Auditing Principles (GASB 34), Employment Law, Healthcare Law, OSHA, HIPAA, HITECH Act, Alcohol & Drug Confidentiality Laws, Corporate Compliance and the regulatory environment. Meet dress code standards; maintain a neat and clean professional appearance. Ability to maintain strict confidentiality of medical records and adhere to the standards for health record-keeping, HIPAA and Privacy Act requirements. QUALIFICATIONS, EXPERIENCE, EDUCATION Minimum Qualifications: Failure to comply with minimum position requirements may result in termination of employment. REQUIRED: Master’s Degree in Health Care Administration (MHA), or Master’s in Business Administration (MBA) in Health Care Management or Health Care Leadership, or Master of Science (MS)in Health Care Policy with demonstrated educational learning in health care administration, Master’s in Public Administration (MPA), or Strategic Planning in Health Care, or related field; required (Must submit copy of diploma or transcripts with application.) REQUIRED: Five (5) years of executive, high-level professional executive administrative management experience as a Chief Executive Officer or similar role in the health and social care fields; required REQUIRED to possess and maintain a valid Oregon Driver’s License, (out of state applicants must receive ODL within 90 days of hire), have good driving record and be insurable by the Klamath Tribal Health & Family Services’ vehicle insurance policy. (Must submit copy of driver license with application.) REQUIRED to submit to a background and character investigation, as per Tribal policy. The CEO serves the Klamath Tribes as an expert administrator with a proven background of administrative competence on Tribal health administration, budget oversight, programmatic rulemaking, health care compliance, and policy development matters. The CEO serves as the lead health strategist for the Klamath Tribes in advocating and promoting health and well-being of patients at all levels. The CEO participates in formal and informal health-related gatherings with Tribal, State, and Federal level representatives regarding matters that pertain to the Tribe’s health care service delivery system. The Klamath Tribes operate health care services under a Public Law 93-638 contract with the Indian Health Service. Klamath Tribal Health & Family Services is a department of The Klamath Tribes and is responsible for offering comprehensive, on-site medical, dental, behavioral health, pharmacy and purchased/referred care (off-site) services to eligible beneficiaries in a primary care setting. The CEO supports the Klamath Tribes appointed officers when requested on matters related to Sovereign Indian health care including treaty rights, funding, Indian health care policy, consultations and assisting with the Klamath Tribes 638 Contract negotiations, and Section 105 (l) lease agreements. The CEO oversees the management of an annual budget and a complex workforce of roughly 200+ dedicated employees in any given year. The breadth of responsibilities includes direct service healthcare delivery, health programs and health administration. The Klamath Executive Packages’ governing body (the Klamath Tribal Council) shall select and appoint a Chief Executive Officer (CEO) who will manage, direct, and monitor health center operations and patient care functions, in compliance with Tribal, Federal, and other applicable requirements. The CEO will provide strategic leadership and will translate Tribal Council policy into action, all in accordance with the mission, vision, and values of the organization. Health Administration, Klamath Falls, OR ESSENTIAL JOB DUTIES AND RESPONSIBILITIES include the following, and other related duties as assigned. Provide high-level administrative oversight of the Klamath Tribes health care programs pertaining to policy, regulations, budgeting, compliance, complaints, contracts, system improvements, service planning and programmatic development for all KTHFS programs. Plans, organizes, and directs the administrative provision of KTHFS Services for all areas of the Klamath Tribes’ health care system, including the ambulatory outpatient primary care, behavioral health, substance use treatment, community health and the healthcare compliance program. Implements and enforces all Tribal statutes, applicable Federal policies, and State administrative rules, as well as clinical licensing and accreditations that support the integrity of health care provisions such as regulations to support Medicaid, Medicare, health plans, billing processes and procedures, and the highest level of patient care while ensuring the protection of tribal patient rights. Promotes ‘good relations’ with external health care businesses and providers, such as local hospitals, medical centers and specialty care clinics when notified of problems with purchase orders, payments, or funding activities when these create barriers to heath care and diminished choice for patients. Maintains communication with employees and the Tribal public. Respond to and resolve questions, inquiries, and complaints from patients and staff. Develop and maintain good rapport and a cooperative working relationship with Tribal Council, medical staff and other licensed or certified healthcare practitioners, the management team, and staff. Works closely with all pertinent staff such as Tribal Council, Health Advisory Committee (HAC), Deputy CEO, Health Officers and Directors, to ensure competency and fidelity of KTHFS, directs health department operations to ensure achievement of specified KTHFS priorities and annual goals within budgeted funds and available personnel. Accountable to the governing body, public and private sources for health service funding. Ensure the accurate, complete, and timely submission of reports to all required tribal, federal, and state grantors or third-party payers, financial reports, forecasts, and budgets. Execute such contracts, grants, and commitments as may be authorized by the Tribal Council, or by established policies. Negotiate, execute, sign, and modify grant and contract documents which enhance programs, activities and functions as approved by the Tribal Council. Provides high-level executive leadership and contributes to the selection, supervision, and evaluation of senior staff overseeing KTHFS health programs. Works with management to identify contractors or organizations that can support priorities and goals in meeting strategic objectives. Monitors and works with management on high-level policies, procedures, work rules, and performance standards to assure the efficient and effective provision of health and human services in compliance with applicable standards of Tribal or Federal laws or state administrative codes agreed to and attested by the tribe, and health care accreditation bodies. Oversees at a high level the application of public funds and monitor reporting and spend downs on programmatic related grants. Executes and oversees contracts with high-level subcontractors; assures subordinate staff follow the tribe’s procurement policy; conducts proper monitoring of contracts and programs. Establish and revise the organizational structure with Tribal Council approval to ensure effective delivery of services. If such structural changes have budget ramifications and require additional funding, the CEO shall be required to obtain the approval of the Tribal Council prior to implementing such changes. The organization structure must make efficient use of all human and financial resources, integrate programs and services, provide effective coordination and avoid duplication. Provides policy, direction, support, and liaison between advisory boards appointed or approved by the Tribal Council, including Health Advisory Committee (HAC) and General Council; ensuring special interest input into planning and program development. Works with the Deputy CEO to analyze and recommend improvements to the KTHFS department’s existing services and operating systems; develops and maintains procedures and recording that provide proper evaluation, control, and documentation of assigned operations. Directs the resolution of high-level inquiries, complaints, problems, or emergencies affecting the availability or quality of health care services. Responds to the most sensitive or complex questions or service complaints. Works with the Quality Department to review critical incidents to evaluate and address any patient safety hazards, or unsafe situations or procedures and practices, so as to promote learning and valuable insight to address any systematic flaws and to prevent future incidences that represent as harmful to patients or the organization, and is responsible for reporting the information to the governing body. Ready/willing/able to assume a preparedness role in the event of a tribal public health, natural, or manmade disaster. This includes support as described in the KTHFS Emergency Preparedness Plan and The Klamath Tribes Emergency Operations Plan. Adheres to all Klamath Tribal policies and procedures as well as federal safe work practices, policies, and procedures. Represents the Klamath Tribes at formal and informal meetings and conferences with other tribal entities, local, state, and federal groups, and agencies regarding matters of interest related to health care. Supports the Klamath Tribes at formal government-to-government consultations as they relate to various program needs. Participates on various boards and committees such as HAC; attends and participates in program professional groups and inter-tribal committees that serve the best interests of the Klamath Tribes. Maintains an awareness of new legislation or statutes applicable to the tribe related to techniques and procedures used in providing the Klamath Tribe’s program-related services; provides recommendations on legislative or statute revisions as required, ensuring programmatic changes occur in line with these. Attends and participates in required training. Represent Klamath Tribal Health & Family Services and The Klamath Tribes at various meetings/gatherings, i.e. The Nine Tribes of Oregon, Indian Health Services, Northwest Portland Indian Health Board, Oregon Health Authority and other local, state and Federal agencies. Regular and reliable attendance, with irregular working hours may be required. Adhering to the approved budget and not over-expending unless authorized. Reviewing monthly financial statements. Participate in regular supervision with the Tribal Council. Like all employees of the Klamath Tribes, the incumbent will be called upon to accomplish other tasks that may not be directly related to this position, but are integral to the Klamath Tribes’ broader functions, including but not limited to, assisting during Tribal sponsored cultural, traditional, or community events that enable the successful operation of programs and practices of The Klamath Tribes as aligned with The Klamath Tribes’ Mission Statement. Some of these tasks may be scheduled outside of regular work hours, if necessary. SUPERVISORY CONTROLS The Tribal Council outlines the overall health and/or program objectives and priorities, time limits, and the financial and personnel resources available.
