Required Experience: Required Certifications and Licenses
Must possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines. National Incident Management System (NIMS) training is required (and sponsored) according to job duties and responsibilities. PREFERRED QUALIFICATIONS Certification from the American Institute of Certified Planners (AICP). For additional information regarding this position please review the attached brochure Director of Community Development Brochure The Director of Community Development leads, plans, and supervises the activities and personnel of the Community Development Department. Directs and assures code compliance, planning and zoning, business revenue, housing and neighborhoods, and economic development functions. Business or program areas support systematic growth and sustainability. Work involves interpreting and administering growth and development regulations, City Code and the Comprehensive Plan, creating Resolutions and Ordinances, and drafting legal contracts and development agreements and order. Facilitates, promotes, and secures economic growth and expansion opportunities for residents and businesses. Position is primarily focused on directing, coaching, developing, and evaluating other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop policies and procedures as well as determining efficient and innovative ways to accomplish the organization’s business strategies. Reports to the Deputy City Manager or designee. Staff may also perform other duties as assigned. Directs, provides guidance to, and reviews the work of staff to accomplish operational plans and results. Plans and oversees department workflows and resources; assigns and communicates daily activities and deadlines to staff. Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data, analyses, and a variety of reports. Administers and amends the City Code of Ordinances in relation to land development, comprehensive planning, and code compliance. Directs special programs and projects including but not limited to, Tamarac Village Master Plan, the City’s Public Art Program, and community development and neighborhood improvement districts. Directs the design, development, and implementation of the City’s Economic Development Program including but not limited to, Tamarac Village Project/Master Plan and areas and industries identified by redevelopment and expansion studies. Directs the City’s Business Revenue and Housing and Neighborhoods programs, including but not limited to, Community Development Block and State Housing Initiatives Partnership (SHIP) Grants, and Neighborhood Stabilization Program (NSP). Serves as staff liaison for a variety of boards and the City Commission; prepares memorandums and presents to internal and (external) local and state boards. Responds to public inquiries regarding City development and planning. Chairs the Development Review Committee (DRC) and ensures development projects meet requirement of City departments and functional areas; prepares items for consideration for the City Commission and Planning Board; reviews development applications and meets with developers and related parties regarding proposed projects. Approves Site Plans for expansions and redevelopment within the city; provides administrative adjustment for projects not able to meet certain code requirements; provides significant feedback on architectural appearance of buildings in the city. Liaises with department leaders, local and state agencies, community groups, developers, property owners and attorneys regarding planning and code related projects and neighborhood programs. Interprets, monitors, and amends the City's Comprehensive Plan, Future Land Use Plan map, Land Development Regulations, and other governmental plans with potential impact on the City. Presents and/or prepares land use and code amendments, re-zoning, site plans, subdivision development, landscape plans, easements, and annexation. Issues violations and citations on Code related issues within the city and provides Zoning Letters and other types of determinations for real estate transactions. Evaluates and updates the City’s Concurrency Management System and capital improvement program as it relates to the comprehensive plan and state statutes. Develops and/or oversees the development and approval of grant applications for citywide projects. Advises other departments on planning, zoning, development issues, and compliance issues. Attends and participates in a variety of internal and external evening and/or weekend meetings and events based on organizational responsibilities and/or requirements. Adheres to all City and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures. Maintains quality communication and interaction with all City personnel, representatives from external organizations, and the public to maintain good will toward the city and to project a positive City image. Demonstrates behaviors that support the City’s Vision and Values. Maintains on-call work availability as assigned, to prepare for, respond to, or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event. Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds. Supervisory Responsibilities Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems. Assesses and monitors workload; identifies opportunities for improvement and implements changes. Selects, trains, motivates, and evaluates staff; provides or coordinates staff training; works with staff to correct deficiencies; implements discipline procedures per established policies, procedures, and executive guidance. Oversees and participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. Pay and Bargaining Status This is an exempt position pursuant to the Fair Labor Standards Act based on the executive, professional and administrative exemptions and is paid by salary, issued bi-weekly. This position is excluded from the collective bargaining agreements between the City of Tamarac and the Federation of Public Employees and between the City of Tamarac and the Local 3080, Metro-Broward Professional Fire Fighters, IAFF. Minimum Qualifications Bachelor’s degree in urban or regional planning or related field required; supplemented by seven (7) years of progressively responsible experience in complex urban planning and economic development, including four (4) years as a program manager; or an equivalent combination of education, certification, training and/or experience. |
