About Rural Economic Development Director:
Under the direction of the Board of Supervisors, the Rural Economic Development Director provides strategic leadership and professional expertise for Linn County’s Economic Development function and is focused on large-scale developments including data centers, nuclear and natural gas power facilities, and related infrastructure projects. This position will also serve as an advisor on economic development matters for other Linn County area municipalities. This position will serve as the County’s primary liaison for major development initiatives representing Linn County’s interests, coordinating across departments and external partners, and ensuring that projects align with County policies, values, and strategic objectives.
Essential Functions
Develops, implements, and evaluates Linn County’s Economic Development function, including key performance indicators, short and long-term objectives, policies, procedures, and codes/ordinances.
Advises the Board of Supervisors on strategies and opportunities and provides subject matter expertise on related economic development issues and topics. Works closely with County departments to ensure timely, consistent, and informed communication and work coordination.
Serves as the County resource on development issues and acts as a liaison to County businesses, commercial enterprises, and related groups and interests. Identifies opportunities for outreach to establish and improves relationships with business-focused community groups. Collaborates and coordinates with other local governmental organizations' economic development functions.
Serves as the County’s point of contact and project manager for all economic development initiatives, including data centers, energy facilities, and infrastructure investments. Identifies opportunities to leverage public and private investment for infrastructure, workforce, and community development. Monitors and reports on the economic and fiscal impacts of major projects and initiatives. Negotiates terms, conditions, and contracts on behalf of the County.
Builds and maintains strong working relationships with developers, utility providers, local governments, state and federal agencies, business owners, and community stakeholders. Represents Linn County in high-level meetings, public forums, and intergovernmental, business discussions, and with the media.
Conducts complex operational and fiscal analysis and evaluations, providing objective analysis, reporting, and recommendations to the Board of Supervisors. Identifies best practices to manage potential impacts on the County and community stakeholders.
Prepares and manages the annual department budget, including supporting budget offers to align with strategic priorities and evaluating resource needs. Researches availability of private and grant funding; prepares proposals, applications, and plans; prepares reports; and monitors performance and expenditure of funds.
Develops and administers economic development incentive programs including tax increment financing, historic tax credits, revolving loan funds, façade programs, etc.
Monitors legislative developments; reviews legislation; and provides communication and analysis of new laws, resources, opportunities, and programs available.
Provides and collaborates on economic development related advice, education, and resources for the County’s smaller communities, including advising on funding initiatives, development of volunteer economic development groups, development of policies and codes, and development and conduct of programs and education.
