Minimum Requirements:

Bachelor’s degree
A minimum of ten (10) years of progressively responsible leadership experience in education, nonprofit, or workforce development administration
Demonstrated success in managing complex budgets, interagency collaborations, and grant-funded programs
Bilingual proficiency in English and Spanish
Preferred Qualifications:

Master’s degree in Education, Public Administration, Organizational Leadership, Public Policy, or a related field
California Administrative Services Credential or comparable executive-level leadership certification
Knowledge of California’s public education, ROCP, CTE, and workforce systems
Experience working in rural or underserved communities
Familiarity with JPA governance structures and regional workforce development initiatives
Experienced in workforce development with expertise in compliance, strategic planning and advocacy

Job Title: Executive Director – Imperial Valley Regional Occupational Program (IVROP)

Reports To: IVROP Board of Trustees
Classification: Executive/Exempt
Location: El Centro, California
Salary: Commensurate with Experience and Education
Work Year: 12 Months – Full-Time

Position Summary:

The Executive Director of the Imperial Valley Regional Occupational Program (IVROP) serves as the chief executive officer of the organization and provides strategic leadership, vision, and oversight for all IVROP programs and services. As the primary administrator under the IVROP Joint Powers Agreement (JPA), the Executive Director is responsible for advancing high-quality career technical education (CTE), workforce development, family stabilization, and youth development services in collaboration with regional partners. The Executive Director also serves as the Executive Director of the IVROP Community Foundation (IVROPCF), furthering the organization’s mission through community engagement, fundraising, and scholarship initiatives.

Essential Duties and Responsibilities:

Organizational Leadership and Oversight

Provide executive leadership and administrative direction for all IVROP programs, services, departments, and personnel.
Promote IVROP’s mission and strategic goals in alignment with local, regional, and state educational and workforce priorities.
Supervise and support the Senior Cabinet and management teams to ensure high standards of performance, compliance, and innovation.
Ensure the organization complies with all applicable state, federal, and JPA-related laws, regulations, and contracts.
Support and guide program staff implementing job training, youth and adult employment and career pathways.
Evaluates the performance of subordinate employees and counsels with them on their individual performance.
Represents the ROP when working with outside agencies including universities and colleges to promote and support the recruitment of highly qualified staff.
Governance and Board Relations

Serve as Secretary to the IVROP Board of Trustees; prepare Board meeting agendas, reports, and recommendations.
Collaborate with the Board to develop and implement policy, strategic planning, and fiscal oversight.
Maintain open, transparent, and timely communication with Board members and participating school districts.
Educational, Workforce, and Community Programs

Lead the planning, implementation, and evaluation of IVROP’s CTE and adult training programs, family development and stabilization services, special projects, and community-based initiatives.
Support continued accreditation through the Western Association of Schools and Colleges (WASC).
Expand opportunities for work-based learning, student leadership development, and regional workforce alignment.
Advance and deliver successful workforce development programs that are aligned to regions economic and labor force needs.
Partnerships and Community Relations

Represent IVROP in local, regional, and state education and workforce partnerships, coalitions, and public events.
Strengthen collaborations with JPA school districts, county agencies, employers, nonprofits, postsecondary institutions, and funding partners.
Serve as the Executive Director of the IVROP Community Foundation, managing fundraising efforts, community events, and scholarship programs.
Fiscal and Operational Management

Develop and oversee IVROP’s multi-million-dollar budget in collaboration with the Chief Business Official.
Ensure responsible fiscal management, resource development, and long-term sustainability.
Lead grant acquisition, implementation, and compliance, including funding from the Workforce Innovation and Opportunity Act (WIOA), A Stronger Workforce for America (ASWA), Make America Skilled Again (MSA), state grants, and private foundations.
Ensure compliance with federal, state and local workforce requirements.
Strategic Planning and Data-Driven Impact

Guide the organization’s long-range planning in coordination with the Board, Senior Cabinet, and community stakeholders.
Support implementation of IVROP’s data management systems and continuous improvement strategies.
Monitor program outcomes and performance metrics; report progress to the Board and funding agencies.
