Required Experience:

Minimum Qualifications

· Bachelor’s degree in social sciences, education, business administration, or related field

· At least ten years of progressively responsible experience administering workforce/social service programs

· Five years managerial and supervisory responsibilities

· Knowledge of related workforce training and education programs

· Experience in working in publicly funded programs or workforce development initiatives at an administrative level

· Proficient in computer software application and operation

· Must be an American citizen or authorized to legally work in the United States

· Must live within one hour commuting distance to the PBWDB administrative office

Examples of Work to be Performed

· Maintain regular contact with Chief Elected Officials, workforce education and training services providers, Board contractors, the business community, economic development organizations, public officials, various organizations and groups, and the public.

· Develop and implement the Board’s strategic goals, ensuring alignment with local economic needs and workforce trends.

· Responsible for the development of budgets, plans, systems, policies and procedures.

· Analyze workforce needs.

· Implement strategies to accomplish Board goals.

· Oversee the evaluation and oversight of workforce activities in the region

· Manage the budget and financial resources in conjunction to ensure transparency, accountability and compliance with grant requirements.

· Oversee the development and update of the strategic plan and grants seeking additional funds to support workforce development activities.

· Review the Board’s operational plans.

· Develop internal operational policies and systems for staff and assist in development of policies and procedures for Board operation and organization.

· Work closely with contractors and other agencies to ensure alignment of plans with Board goals and objectives and represent the Board in contract negotiations.

· Act as staff support for Board committees as well as representing the Board on local, regional, state, and national advisory Boards/ committees related to workforce issues.

· Direct and organize the Workforce Development Board staff

· Review the performance of key management positions.

· Supervises the work of others.

· Performs related work as assigned.

Required Knowledge, Skills & Abilities

· Ability to work independently and creatively.

· Demonstrate knowledge of and ability to apply effective management principles including budget preparation and cost analysis.

· Ability to establish and maintain effective working relationships with officials in local, state, and federal governments as well as the private sector and the public.

· Knowledge of and ability to interpret and communicate complex rules, regulations, and guidelines prepared by state and federal agencies relating to grant preparation and application.

· Ability to communicate effectively in writing and demonstrated public speaking ability.

· Knowledge of federal and state workforce development program design and operation.

· Ability to work with Boards and advisory committees.

· Ability to work in a team and with demonstrated leadership skills.

· Knowledge of grant and proposal preparation

· Ability to select, supervise, train and motivate employees to high performance.

· Must be able to perform all job functions while maintaining a high degree of ethical and professional standards

C ertificates & Licenses Required

Appropriate Texas driver’s license and appropriate liability insurance for personal vehicle used in performing the duties of this position, or available means of transportation.

PERMIAN BASIN WORKFORCE DEVELOPMENT BOARD

CHIEF EXECUTIVE OFFICER

Occupational Category: Exempt Salary Range: $152,000 - $189,000

Who Are We

The Permian Basin Workforce Development Board is the administrator, fiscal agent, and grant recipient of federal and state funds to design workforce development and child care services programs and systems to assist employers, job seekers, low-income adults and families, dislocated workers, and youth to meet their employment needs in the 17 counties of the Permian Basin WDA.

General Description

Performs highly advanced (senior level) managerial work directing and guiding the Permian Basin Workforce Board. This position provides strategic leadership, program oversight, financial management, policy development, performance management, and community representation. The CEO is responsible for implementing effective and efficient workforce development and child care services strategies for the Permian Basin Workforce Area. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement under the leadership of the local Workforce Development Board. This is a very responsible management position for the Permian Basin Workforce Development Board.
