Supervisory Responsibility
The CEO, under the organizational structure approved by the board, supervises key administrative and department
head personnel.
Work Environment
This position operates in a professional office environment. This role routinely uses standard office equipment such as
computers, phones, photocopiers, filing cabinets and fax machines.

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger,

crawl; and talk or hear. The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required
by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust

Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are typically Monday through Friday, 8:00 a.m. to 4:30 p.m. This
position regularly requires long hours and weekend work. However, in order to meet the needs of the agency,
permanent or temporary changes and/or modifications to the schedule may occur as dictated by management.
Travel
Travel is primarily within the five county jurisdiction however out-of-area and overnight travel may be expected on a
limited basis. Must be willing and available to participate in required and/or requested professional development
opportunities.
Required Education and Experience
Bachelor's degree with a minimum of two (2) years' experience in executive level management and/or leadership role or
two (2) years of college with five (5) years of executive management experience.
Preferred Education and Experience
Experience in not-for-profit sector and/or experience working within the community action network.
Additional Requirements
Valid Kentucky driver’s license, reliable transportation, and satisfactory background checks. Pass a pre-employment
drug test and random drug testing as required. State required minimum vehicle liability insurance and uninsured
motorist insurance. Any/all other testing or applicable checks required by local, state, or federal law.

Summary/Objective
Gateway Community Action's Chief Executive Officer oversees all agency programs and operations on a day-to-day
basis. The Chief Executive Officer's primary role is to promote a strong system of recruitment that reaches agency
consumers, particularly the poor, in order to alleviate the causes and conditions of poverty, utilizing funds to remove
barriers, and support an ongoing continuum toward self-sufficiency.
Essential Functions

Assumes responsibility for oversight of agency operations.
Under the Board of Directors' delegation of authority; he/she is responsible for the implementation of approved
board policies.
Implements Board directives and coordinates GCA programs assuring efficient agency operation
Ensures an efficient system of accounting that meets/exceeds OMB guidelines.
Ensures consistent implementation of policies related to personnel hiring, terminations, and disciplinary actions
to promote quality personnel performance.
Approves personnel promotions, status changes, wage/salary adjustments, and other mandated employee -
related responsibilities.
Determines agency systems, requirements, procedures, line authority, and responsibilities.
Maintains an effective system of communication that conveys agency goals and expectations to key
management staff.
Ensures the effective administration of federal, state, local, and Board approved laws, regulations, and policies.
Manages and oversees the implementation of goals and objectives outlined in the agency strategic plan
Reports operational activity and agency progress sufficient for the board to exercise their legal and fiduciary
responsibilities.
Under the authority granted by the board of directors, approves contracts, leases, and other legal documents.
Acts as the spokesperson for the agency, representing the agency in a positive light in all internal and external
activities.
